Soojung Park is a partner at Yoon & Yang LLC, and her main practice areas include administrative disputes, constitutional litigations, and legislative consulting.
The major administrative litigation cases that Ms. Park successfully handled include lawsuits seeking cancellation of the disposition limiting bidding qualifications, cancellation of the imposition of various charges, and cancellation of the disposition for disgorgement of research funds. In particular, she successfully obtained reversal of lower court’s decisions on appeal at the Supreme Court regarding the issue of revocation of a disposition for disciplinary action or revocation of a disposition rejecting installment payment of public officials’ pension. Further, Ms. Park handled various constitutional lawsuits, including requests for adjudication on the constitutionality of the Restitution of Excess Rebuilding Gains Act, and the Act on the Improvement of Urban Areas and Residential Environments. Until recently, she has worked as a Supreme Court judicial researcher (constitution and administration group), enhancing her specialized knowledge and experience in the various areas of administrative litigation and constitutional adjudication by dealing with a wide range of issues such as constitutionality of the Building Act, the National Land Planning and Utilization Act, the Act on Acquisition and Compensation for Land for Public Works Projects, and the Private School Act, etc.
Based on her experience of dealing with the affairs of examination of statutes, administrative adjudication, and authoritative interpretations at the Ministry of Government Legislation, Ms. Park presented reasonable opinions regarding the amendments to the Individual Consumption Tax Act, the Framework Act on the Construction Industry, and the Commercial Building Lease Protection Act before the National Assembly, and her opinions have been successfully reflected in the amendments. Further, she actively serves as a member of the Legislation Committee of the Korean Bar Association and also served as a member of the Law Interpretation and Review Committee of the Ministry of Government Legislation and as an expert commissioner of the Sentencing Commission of the Supreme Court.
